This paper reviews the current progress in research from the following five aspects:(1)in terms of its generative background,it discusses the historical background,theoretical origins,ideological connotations,and contemporary context of"investing in people";(2)in the content system,it structures the scientific connotations of"investing in people"from the perspectives of"function-policy-strategy",clarifying the core concepts and scope of"investing in people",analyzing its fundamental characteristics such as the unities of individuality and efficiency,efficiency and fairness,and guarantee and development,and systematically elaborating the main contents of"investing in people"from the government,society,and market levels;(3)in terms of its significant impact,it primarily addresses the profound effects of"investing in people"on stabilizing growth,promoting innovation,and optimizing the structure;(4)in the context of current practical dilemmas,it identifies issues such as resource allocation preferences,shortcomings in grassroots implementation,fragmented governance systems,and supply-demand imbalances,and proposes targeted practical solutions to those challenges based on the principles that should be followed;(5)based on the existing research,the paper outlines future research directions to further deepen the study of"investing in people",such as clarifying the concept,expanding research content,innovating research methods,broadening research dimensions,and strengthening its international dissemination.
