"低碳-创新"双试点政策的邻地效应及其机制OACHSSCD
Spatial Boundary Effects and Mechanism of Low-Carbon and Innovation Pilot Policies in Urban China
聚焦"低碳-创新"双试点政策,基于2006-2023 年279 个地级市面板数据,构建空间双重差分模型与地理衰减权重矩阵,系统检验双试点政策的邻地效应、邻地边界及区位结构作用机制.研究发现:(1)双试点政策不仅在本地层面显著促进了城市低碳转型,还通过绿色技术扩散、资源联动与制度示范等路径,对周边非试点城市产生了显著的邻地效应,且不受行政边界的限制;(2)这种邻地效应并非呈现线性均衡的空间扩展,而是体现出明显的距离衰减与结构分化特征,即双试点政策在中心周边城市促发逐顶竞争,强化绿色创新与规制水平,在边缘周边城市则因资源与制度瓶颈形成反向传导,诱发逐底竞争与绿色要素流失,构成负向邻地效应;(3)双试点政策在地理区位方面存在差异化作用效果,在东部地区和中部地区具有显著的正向邻地效应,在西部地区和东北地区则无法发挥作用.提出从差异化政策供给、绩效体系重构、要素通道优化与跨域治理机制四个方面着手,推动绿色治理范式从"局域试点"向"协同共治"跃升.
Focusing on China's low carbon and innovation dual pilot policy and using panel data from 279 prefecture level cities spanning from 2006 to 2023 to build a spatial difference-in-differences model and a geographic distance decay weight matrix,this study systematically examines the policy's neighboring spillover effects,the spatial boundary of such effects,and the role of locational structure in shaping the underlying mechanisms.The results show that(1)the dual pilot policy not only significantly promotes low carbon transition within pilot cities,but also generates substantial spillover effects on surrounding non-pilot cities through channels such as green technology diffusion,resource linkage,and institutional demonstration,and these effects are not constrained by administrative boundaries;(2)the spillover effects do not expand in a linear and spatially uniform manner,but instead display clear distance decay and structural differentiation.Specifically,the policy induces race to the top dynamics in neighboring core adjacent cities by strengthening green innovation and regulatory stringency,whereas in neighboring peripheral cities,resource and institutional bottlenecks lead to adverse transmission,triggering race to the bottom dynamics and the outflow of green factors,thereby producing negative neighboring effects;(3)the policy effects are heterogeneous across regions,with significantly positive neighboring effects in eastern and central China,but insignificant effects in western and northeastern China.The study proposes policy implications along four dimensions,namely differentiated policy provision,reconstruction of performance evaluation systems,optimization of factor circulation corridors,and cross jurisdictional governance mechanisms,to promote an upgrade in the green governance paradigm from localized pilots to collaborative co-governance.
