Comprehensive Benefit Evaluation of Oil Vapor Recovery System in Gas Station
油气回收系统综合效益是加油站环保治理决策的核心依据.采用"熵权-多指标综合评价法"从经济效益、环境效益和社会效益3 个维度,以2 000,5 000,10 000,20 000 t 四种年销量的加油站为样本,构建了"净现值-油气回收率-碳减排量-人员满意度"为指标体系的加油站油气回收系统评价模型,计算分析规模效应下加油站油气回收系统综合效益.结果表明:在加油站效益评价体系中,净现值权重分配最高;受净现值损失和员工满意度影响,配置"一次油气回收系统+二次油气回收系统"油气回收综合效益大于配备"一次油气回收系统+二次油气回收系统+三次油气回收系统"油气回收综合效益.加油站规模效应下,环保设施的投入产出比随运营规模扩大而提升,大型加油站的环保设施配置能实现更高的综合价值.
The comprehensive benefit of oil vapor recovery systems serves as the core basis for environmen-tal governance decision-making at gas stations.To evaluate this benefit under economies of scale,an entropy weight-based multi-indicator comprehensive evaluation method was employed across economic,environmental,and social dimensions.Using gas stations with four types of annual sales(2 000,5 000,10 000,and 20 000 tons)as samples,an evaluation model was constructed utilizing an indicator system that comprises net present value,vapor recovery rate,carbon emission reduction,and employee satisfaction.This model calculated and ana-lyzed the comprehensive benefits.The results indicated that the net present value was assigned the highest weight within the evaluation system.Influenced by the net present value losses and employee satisfaction,the compre-hensive benefit of installing a"Stage I+Stage II vapor recovery systems"was greater than that of a"Stage I+Stage II+Stage III vapor recovery systems."These findings demonstrate that under economies of scale,the input-output ratio of environmental facilities improves as the operational capacity expands.Consequently,the deployment of environmental facilities in large-scale gas stations can achieve a significantly higher comprehensive value.
