炼化企业重大操作调整风险分级管控平台的开发与应用OA
Development and Application of Risk Grading and Control Platform for Major Production Operations in Refining and Chemical Enterprises
为保证炼化企业重大操作调整过程风险可控,确保装置稳定、安全、环保运行,提升企业整体生产管理水平,以某炼化企业为对象,选用 IntelliJ IDEA 软件作为开发工具,采用 JAVA 开发语言,基于前后端分离架构,搭建了重大操作调整风险分级管控平台.此平台整合了该炼化企业重大操作调整的线上申报、审核等业务流程,实现了全企业范围内各项重大操作调整风险的精准量化、分级管控以及闭环管理.该平台投入运行后,在该炼化企业重大操作调整期间,风险得到有效控制,各生产装置运行平稳,未出现因操作调整引发的生产波动,安全、环保全面受控,有效提升了企业生产管理的科学性与高效性.
To ensure risk controllability during major operational adjustments in refining and chemical en-terprise,guarantee the stable,safe,and environmentally friendly operation of facilities,and elevate overall pro-duction management,this study developed a hierarchical risk management and control platform for a specific re-fining and chemical enterprise.The platform was constructed using IntelliJ IDEA and the JAVA programming language,employing a decoupled front-end and back-end architecture.Furthermore,it integrated essential bus-iness processes,including the online application and review of major operational adjustments,thereby achieving the precise quantification,hierarchical control,and closed-loop management of risks across the entire enter-prise.Practical application results indicated that since its deployment,the platform has yielded significant bene-fits.During periods of major operational adjustments,risks were effectively mitigated,and all production units operated smoothly without any adjustment-induced production fluctuations,ensuring comprehensive control over safety and environmental protection.Consequently,the application of this platform effectively enhances the sci-entific rigor and efficiency of enterprise production management.
