政策分析视域下职业教育教师教学创新团队的建设模型OA

Construction Model of Teaching Innovation Teams for Vocational Education Teachers from the Perspective of Policy Analysis

职业教育教师教学创新团队建设既是推动教师专业发展的重要载体,也是实现职业教育教师队伍高质量发展、支撑教育强国战略的关键支点.基于政策分析的视角,运用扎根理论对2011年以来国家层面发布的21份职业教育教师队伍建设相关政策文本进行编码分析.研究发现,职业教育教师教学创新团队建设是一个涵盖个体、团队与环境三个层面的生态系统,三者分别构成了团队的建设基础、协作平台与保障系统.基于此,未来应着力在个体层面构建教师能力进阶体系,夯实团队发展根基;在组织层面完善目标管理与团队结构,激发协同创新活力;在环境层面强化分类评价与生态治理,赋能团队可持续发展.

The construction of teaching innovation teams for vocational education serves as both a crucial vehicle for promoting teachers'professional development and a key fulcrum for achieving high-quality development of the vocational education teaching workforce and supporting the strategy of building a powerful education country.From the perspective of policy analysis,this study employs grounded theory to conduct coding analysis on 21 policy documents related to the construction of vocational education teaching teams issued at the national level since 2011.The research reveals that the construction of teaching innovation teams for vocational education teachers constitutes an ecosystem encompassing three levels:individuals,teams and the environment,which respectively constitute the foundation for team building,collaborative platform,and guarantee system.Based on this,future efforts should focus on constructing a progressive system for teachers'capabilities at the individual level to solidify the foundation for team development;improving goal management and team structure at the organizational level to stimulate collaborative innovation vitality;and strengthening classified evaluation and ecological governance at the environmental level to empower the sustainable development of teams.
