Research on the Policy Space for High-quality Development of Professional Degree Graduate Education
专业学位研究生教育的高质量发展是国家实施创新驱动与人才强国战略的关键支撑.构建具备制度设计、资源整合与战略引导功能的政策空间,是推动其高质量发展的重要引擎.当前,专业学位研究生教育在招生、培养、学位等环节仍面临规模结构与区域适配失衡、资源弹性不足与制度突破困难、标准重构与质量监管悬浮等多重现实困境.基于社会系统理论,应通过三重政策空间的协同扩容予以系统回应:在招生环节构建数据驱动与动态适配的选拔机制;在培养环节深化产教融合与制度创新的协同育人;在学位环节重构标准迭代与多元协同的质量闭环.为确保上述扩容路径的有效实施,可进一步建构包含政策主体、政策视角、政策内容与政策监控的四维保障体系,形成"招生—培养—学位"全链条协同、多层治理联动的政策支持系统.
The high-quality development of professional degree graduate education serves as a crucial pillar for the implementation of innovation-driven and talent-strengthening strategies.Constructing a policy space with functions such as institutional design,resources integration,and strategic guidance is a vital engine to drive its high-quality development.Currently,professional degree graduate education faces multiple practical challenges in enrollment,cultivation,and degree awarding,including imbalances in scale structure and regional adaptability,insufficient resources flexibility and difficulties in institutional breakthroughs,as well as challenges in standard reconstruction and quality supervision.Based on social system theory,this study proposes a systematic response through the coordinated expansion of three policy spaces:establishing a data-driven and dynamically adaptive selection mechanism during enrollment;deepening collaborative education through industry-education integration and institutional innovation during cultivation;and reconstructing a quality closed-loop with standard iteration and multi-stakeholder collaboration during degree awarding.To ensure the effective implementation of these expansion pathways,a four-dimensional safeguard system encompassing policy actors,perspectives,contents,and monitoring is further constructed,forming a policy support system characterized by full-chain coordination from"enrollment—cultivation—degree awarding"and multi-layer governance linkage.
