全球文明倡议视角下中医药在斯里兰卡传播历程与展望OA
History and Prospects of Chinese Medicine Dissemination in Sri Lanka from the Perspective of Global Civilization Initiative
中医药走向世界是落实"全球文明倡议"、推动文明互鉴的重要实践.斯里兰卡作为中国在南亚的重要战略伙伴,兼具印度洋航运枢纽与文明交流"十字路口"的地缘特征,为中医药在南亚地区的传播与本土化发展提供了独特平台.中医药与斯里兰卡传统医学在历史演进中形成了持续互动.从佛教传播时期的医僧交流,到海上丝绸之路上的药材贸易与技术传播,再到近现代民间香药往来与侨社医疗实践,中斯传统医药交往延绵不绝,展现出深厚的文明互鉴基础.进入新时代,在"一带一路"与"全球文明倡议"的双重框架引领下,中国积极推动与斯里兰卡在政策、科研、教育等领域的传统医药合作,体现了中国智慧对多样文明互学互鉴的积极贡献.然而,当前合作仍面临制度对接不足、循证医学研究薄弱、质量标准不一、文化传播效能不高及合作机制不稳固等挑战,制约着中医药在斯里兰卡的深度融入与可持续发展.本文立足全球文明倡议视角,以中医药国际化为主线,系统梳理中斯传统医药交流的历史脉络与现实基础,提出以制度对接、证据生成、标准引领、文化融通与可持续治理为核心的对策框架,为推动中医药在南亚地区的机制化协作与国际化发展提供理论与政策参考.
Chinese medicine(CM)going global constitutes an important practice for implementing the"Global Civilization Initiative"and fostering inter-civilizational exchange and mutual learning.As China's significant strategic partner in South Asia,Sri Lanka,which is geographically a shipping hub in the Indian Ocean and a"crossroads"of civilizational interactions,provides a unique platform for the dissemination and localized development of CM in the South Asian region.In their historical evolution,CM and Sri Lankan traditional medicine have engaged in continuous interaction,spanning from the exchanges among Chinese Buddhist doctors during the spread of Buddhism,to the trade in medicinal materials and technology dissemination along the Maritime Silk Road,and then to the folk exchanges in aromatic and medicinal products and the medical practices of overseas Chinese associations in the modern era.This enduring history of exchanges between Chinese and Sri Lankan traditional medicine demonstrates a profound foundation for mutual learning between civilizations.In the new era,guided by the dual frameworks of the"Belt and Road"Initiative and the"Global Civilization Initiative",China actively promotes its collaboration with Sri Lanka in traditional medicine in policy,research,and education sectors,exemplifying the positive contribution of Chinese wisdom to the mutual learning among diverse civilizations.However,current cooperation still faces challenges,including insufficient institutional docking,weak evidence-based medical research,inconsistent quality standards,low effectiveness in cultural dissemination,and unstable cooperation mechanisms.These factors constrain the deep integration and sustainable development of CM in Sri Lanka.From the perspective of the"Global Civilization Initiative",this paper takes the internationalization of CM as the central theme,and systematically reviews the historical context and realistic foundations of Chinese-Sri Lankan traditional medicine exchanges.It proposes a strategic framework centered on institutional docking,evidence generation,standard leadership,cultural integration,and sustainable governance,offering theoretical and policy references for promoting the institutionalized collaboration and international development of CM in the South Asian region.
