新形势下水利工程质量监督工作法治化的思考OA

在全面依法治国背景下,遵循"行政管理要求不写入技术标准"的原则,《水利水电工程施工质量检验与评定规程》(SL 176-2007)和《水利水电建设工程验收规程》(SL 223-2008)合并修订为《水利水电建设工程验收规程》(SL/T 223-2025),对水利工程质量监督相关内容作出大幅调整.针对新规实施但配套部门规章及政策性文件尚未同步修订的问题,本文采用文献研究、政策分析及实践推演等方法,结合涉企行政检查要求与质量监督工作实操需求,系统梳理新规实施后的工作衔接难点与核心诉求.在技术标准与行政监管分离的背景下,质量监督工作需遵循法治化逻辑,通过构建制度衔接、流程规范、频次精准、责任闭环的工作体系,制定差异化监督检查标准,可有效破解实操层面的衔接困境.应健全配套操作规范以填补制度空白,规范材料报送核查流程以提升工作效能,科学设定检查频次以落实涉企行政检查要求,强化责任落实以形成质量安全管理闭环.通过上述优化举措,为政策制定提供实践参考,推动水利工程质量监督工作向规范化、法治化方向发展.

In the context of comprehensively governing the country according to law,Inspection and Assessment Specification for Construction Quality of Hydraulic and Hydroelectric Engineering(SL 176-2007)and Acceptance Code of Practice on Water Resources and Hydroelectric Engineering(SL 223-2008)were merged and revised into Acceptance Code of Water and Hydroelectric Engineering Construction(SL/T 223-2025)according to the principle that administrative management requirements shall not be incorporated into technical standards.Consequently,substantial adjustments have been made to the quality supervision content for water conservancy projects.Addressing the problem that the new standard has been implemented while the supporting departmental rules and policy documents have not been synchronously revised,this study adopts methods including literature research,policy analysis,and practical deduction,and combines the requirements for enterprise-related administrative inspections with the practical needs of quality supervision to systematically sort out the difficulties in work coordination and core demands after the implementation of the new standard.In the context of separating technical standards from administrative supervision,quality supervision should be guided by the logic of the rule of law.By constructing a working system featuring institutional coordination,standardized processes,precise frequency,and closed-loop accountability,and formulating differentiated supervision and inspection standards,the practical coordination difficulties can be effectively resolved.It is necessary to improve supporting operation norms to fill institutional gaps,standardize material submission and verification processes to improve work efficiency,scientifically set inspection frequencies to meet the requirements for enterprise-related administrative inspections,and strengthen accountability implementation to form a closed loop of quality and safety management.The above measures provide a practical reference for policy formulation and promote the development of quality supervision for water conservancy projects toward standardization and legalization.
