深化农业水价综合改革的精准政策供给体系研究OA

Deepening the comprehensive reform of agricultural water pricing to promote the development of modem irrigated areas is an important initiative by the Ministry of Water Resources to thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and continuously strengthen the water-related foundation for ensuring national food security and water security.This paper focused on the institutional mechanisms and policy supply for deepening the comprehensive reform of agricultural water pricing.Based on typical experiences from various regions over the past decade in advancing the reform,and with an emphasis on constructing a precise policy supply system,this paper classified four characteristic elements:water resource conditions(water-rich areas and water-scarce areas),crop planting structures(grain crops and cash crops),irrigation project construction periods(newly built irrigated areas,newly renovated irrigated areas,and old irrigated areas),and irrigation water extraction methods(gravity flow,well pumping,and lift pumping).The paper investigated and proposed reform policy orientations and implementation priorities for different characteristic types,constructed a precise policy supply system for deepening the comprehensive reform of agricultural water pricing,and offered countermeasures and suggestions in terms of consolidating the reform foundation,multi-factor coupling and adaptation,strengthening summary evaluation,and iterative upgrading.This paper provides a scientific basis for further deepening the comprehensive reform of agricultural water pricing,promoting agricultural water conservation and efficiency enhancement,and ensuring the sound operation of irrigated areas.
