分凌运用对黄河宁蒙河段凌汛洪水控制作用研究OA
Effect of ice flood diversion operation on ice flood control in Ningxia-Inner Mongolia Reach of the Yellow River
由于特殊的地理位置与气候条件,黄河宁蒙河段在封开河期容易形成冰塞和冰坝等险情,导致水位急剧壅高,对堤防安全和沿岸社会经济构成严重威胁.近年来,通过科学运用应急分洪区分滞凌汛洪水,有效降低河道水位,为预防和减轻凌汛灾害威胁、保障防凌安全提供了重要支撑.本文以黄河宁蒙河段长期凌汛防控实践为基础,系统阐述了以"分凌运用"为核心的凌汛洪水控制思路,基于长时间序列分析的宏观对比和典型年分析的微观剖析两个层面,综合对比分析了1971-2024年分凌运用前后的凌情数据,并结合2017-2018年典型凌汛期的详细过程,研究了分凌运用对黄河宁蒙河段凌汛洪水控制的效果,论证了启用应急分洪区分滞凌汛洪水在削减凌峰流量、有序释放槽蓄水增量、减轻下游防洪压力方面的关键作用.研究表明,启用应急分洪区后,黄河宁蒙河段平均凌峰流量较未启用时下降了约44%,防洪减灾效益明显.分凌措施是应对河道过流能力变化、实现凌汛洪水风险管控的有效工程手段,为其他河流的凌汛防控提供了重要的理论与实践参考.
Due to its unique geographical location and climatic conditions,the Ningxia-Inner Mongolia Reach of the Yellow River is prone to ice jams and ice dams during freeze-up and break-up periods,leading to rapid rises in water levels that pose a serious threat to levee safety and socio-economic conditions along the river.In recent years,the scientific use of emergency flood diversion areas to detain ice floodwaters has effectively lowered river water levels,providing crucial support for preventing and mitigating ice flood disasters and ensuring ice flood control safety.Based on long-term ice flood control practices in the Ningxia-Inner Mongolia Reach,this paper systematically presents an approach centered on"ice flood diversion operation".From both macroscopic and microscopic perspectives,it analyzes long-term time series and typical years to comprehensively compare and analyze ice regime data from 1971 to 2024 before and after the implementation of diversion operations.Combined with a detailed analysis of the typical ice flood process in 2017-2018,the study examines the effectiveness of diversion operations on ice flood control in this reach.It demonstrates the critical role of emergency flood diversion areas in reducing peak ice flood discharge,enabling the controlled release of increased channel storage,and alleviating downstream flood pressure.The results indicate that after the use of emergency flood diversion areas,the average peak ice flood discharge in the Ningxia-Inner Mongolia Reach decreases by approximately 44%compared to the period without their use,showing significant flood control and disaster reduction benefits.Ice flood diversion is an effective engineering measure for addressing changes in channel conveyance capacity and achieving ice flood risk management,providing important theoretical and practical references for ice flood control in other rivers.
