新疆是我国干旱缺水的核心区域,水资源短缺是制约新疆农业可持续发展的关键瓶颈.经过30年的滴灌技术创新与规模化推广,新疆已成为全球滴灌规模最大的区域,膜下滴灌技术实现突破性应用,推动了区域农业节水与农业发展的革命性变革.系统总结过去近30年新疆滴灌节水在提升粮食安全保障与农产品供给能力、推动区域农业可持续发展与生态环境改善、促进集约高效农业发展与农业现代化进程、加快农业节水技术创新与产业发展等方面取得的成就,分析新时期新疆滴灌节水与世界先进水平的差距,以及在节水工程减蒸降损与节能减排、节水设备研发与技术攻关、节水工程管护与节水市场监管等方面面临的主要问题与挑战,提出推进新疆滴灌节水高质量发展的思考与建议,包括以"三高目标、五新要求、六大高地、七大体系、九大工程"为架构推动农业节水增效,因地制宜推进升级版新时代"坎儿井"工程建设,系统突破面向未来滴灌节水共性关键技术,以及全面促进滴灌节水工程与产业向好发展,为支撑新疆建设世界一流的农业节水增效新高地提供参考.

Xinjiang,as the core area of drought and water shortage in China,faces water scarcity that is a key bottleneck restricting the sustainable development of its agriculture.After 30 years of technological innovation in drip irrigation and its large-scale promotion,Xinjiang has established the world's largest drip-irrigated area.The breakthrough application of mulched drip irrigation has promoted revolutionary changes in regional agricultural water saving and agricultural development.This paper systematically summarized the achievements of water-saving drip irrigation in Xinjiang over the past 30 years,including improving food security and agricultural product supply capacity,promoting regional sustainable agricultural development and ecological environment improvement,facilitating intensive and efficient agricultural development and modernization,and accelerating technological innovation and industrial development in agricultural water saving.It also analyzed the gap between Xinjiang's current drip irrigation water-saving practices and the world's advanced level,as well as the main problems and challenges in reducing evaporation and water loss in water-saving projects,energy conservation and emission reduction,research and development of water-saving equipment and key technological breakthroughs,and project management and market supervision of water-saving irrigation.Furthermore,the paper put forward reflections and suggestions for promoting the high-quality development of drip irrigation water-saving in Xinjiang.These include promoting the upgrading of water-saving and efficiency-increasing agriculture within the framework of"three high goals,five new requirements,six highlands,seven systems,and nine projects";promoting the construction of an upgraded"Karez"project for the new era according to local conditions;achieving breakthroughs in common and key technologies for future drip irrigation water-saving,and comprehensively fostering the sound development of drip irrigation water-saving projects and industries.The aim is to provide a reference for building Xinjiang into a world-class new highland for agricultural water-saving and efficiency enhancement.
