"四水四定"驱动下水预算管理机理与实施路径OA

"四水四定"为破解中国水资源问题提供了宏观战略原则,水预算管理是将"四水四定"转化为可操作、可考核、可持续的常态化管理实践的有效途径.本文阐释了"四水四定"的基础理论和内涵演进,剖析了水预算管理的基础理论和制度系统内核,提出"四水四定"驱动下水预算管理逻辑,构建了水预算总量核算、多层级预算额度核定、动态调整与应急保障、节余额度市场化交易、数智化智慧管理服务水预算管理"五位一体"核心实施机制,并针对当前存在的制度体系协同不畅、技术基础支撑薄弱、市场机制运行乏力等挑战,提出了制度、技术、市场、机制等方面的对策建议.研究成果可为水预算管理从试点探索向全国推广提供理论指导和实践范式.

"Defining city,land,population and production by water"provides a macro-strategic approach to addressing China's water resource issues.Water budget management transforms this macro-strategic approach into operational,assessable,and sustainable routine management practices.This paper elaborated on the fundamental theories and conceptual evolution of"defining city,land,population and production by water"and analyzed the basic theories and institutional framework of water budget management.It proposed the logic of water budget management driven by"defining city,land,population and production by water"and constructed a"five-in-one"core implementation mechanism for water budget management,including total water budget accounting,multi-level budget quota approval,dynamic adjustment and emergency guarantee,market-based trading of saved water quotas,and digital and intelligent water management services.To address current challenges such as inadequate institutional coordination,weak technical support,and ineffective market mechanisms,this paper provided countermeasures and recommendations encompassing institutions,technology,markets,and mechanisms.The research can lay a theoretical foundation and provide a practice paradigm for water budget management from pilot exploration to nationwide deployment.
