环境规制、生态认知对养殖户废弃物资源化利用行为的影响研究OACHSSCD
THE INFLUENCE OF ENVIRONMENTAL REGULATION AND ECOLOGICAL COGNITION ON FARMERS'WASTE RESOURCE UTILIZATION BEHAVIOR
[目的]探究不同维度环境规制、生态认知对养殖户废弃物资源化利用行为的影响机制,以促进养殖户广泛参与畜禽废弃物资源化的深度利用,提高政策实施效率.[方法]文章基于云南省曲靖市431位中小生猪养殖户调查数据,实证分析环境规制、生态认知对养殖户废弃物资源化利用行为的影响及作用机制.[结果](1)环境规制、生态认知均正向影响中小养殖户资源化利用决策和利用程度,环境规制中的约束型规制对养殖户资源化利用决策影响最大,引导型次之,激励型无显著影响.仅约束型规制对养殖户资源化利用程度有显著正向影响.(2)约束型规制和引导型规制均可通过提升中小养殖户生态认知水平,间接促进其资源化利用决策.约束型规制通过中小养殖户生态认知水平的提升间接提高其资源化利用程度.(3)年轻组养殖户受约束型规制和引导型规制正向影响,老龄组养殖户仅受约束型规制正向影响.[结论]建议完善环境规制体系,加强生态环保宣传教育,实行差异化政策措施,以强化养殖户生态保护意识,促使养殖户转变废弃物处理行为和提升资源化利用水平.
To explore the influence mechanism of different dimensions of environmental regulation and ecological cognition on farmers' behavior of waste resource utilization,so as to promote farmers' extensive participation in the in-depth utilization of livestock and poultry waste resources and improve the efficiency of policy implementation.Based on the survey data of 431 small and medium-sized pig farmers in Qujing city,Yunnan province,this research empirically analyzed the influence of environmental regulation and ecological cognition on farmers' waste resource utilization behavior and its mechanism.The results showed that:(1)both environmental regulation and ecological cognition positively affected the decision and degree of resource utilization among small and medium-sized farmers.Binding regulation had the greatest impact on the decision of resource utilization among small and medium-sized farmers,followed by guiding regulation,while incentive regulation had no significant impact.Only binding regulation had a significant positive impact on the degree of resource utilization among farmers.(2)Both binding regulation and guided regulation could indirectly promote the decision-making of resource utilization by improving the ecological cognition level of small and medium-sized farmers.Binding regulation indirectly enhanced the degree of resource utilization through the improvement of ecological cognition level of small and medium-sized farmers.(3)Farmers in the young group were positively affected by binding regulation and guiding regulation,while farmers in the old group were only positively affected by binding regulation.Therefore,it is suggested to improve the environmental regulation system,strengthen the publicity and education regarding ecological environmental protection,implement differentiated policies and measures,so as to enhance the awareness of ecological protection among farmers,promote the change in waste disposal behavior among farmers,and improve the level of resource utilization.
