大食物观视域下我国粮食体系韧性提升策略OACHSSCD

ENHANCEMENT STRATEGIES FOR CHINA'S FOOD SYSTEM RESILIENCR FROM THE PERSPECTIVE OF THE BIG FOOD CONCEPT

[目的]树立大食物观是为适应我国农食系统发展目标从"保温饱"向"促民生"转变而提出的新时期战略思想,大食物观立足整个国土资源为提升粮食体系韧性提供高维发展路径.[方法]文章通过对现有文献资料的收集归纳,在梳理粮食体系韧性概念、大食物观赋予粮食体系韧性战略价值的基础上凝练出当前我国粮食体系韧性面临的主要风险冲击.[结果]粮食体系韧性表示该系统在危机情景下表现出的风险抵抗、危机恢复以及变革适应能力.大食物观从"资源—来源—质量"3个维度出发,通过开发国土资源、优化进口渠道以及发展粮食产业等方式作用于粮食体系韧性.环境资源约束直接限制粮食体系抵抗能力,国际形势变动与粮食体系恢复能力密切相关,种业创新能力不足影响粮食体系适应能力,需求结构转变与粮食体系升级转型息息相关.[结论]基于大食物观理念,从大资源观、大市场观、大科技观理念出发,建立系统性国土资源整合机制、扎实保障粮食生产以夯实粮食体系风险抵抗能力,构建更为完善的国内外市场循环机制以稳固粮食体系恢复能力,利用农业科技补齐国内粮食消费需求以提升粮食体系适应能力.

Establishing the big food concept is a strategic idea in the new era proposed to adapt to the trend of China's food system development goals shifting from"keeping full"to"promoting people's livelihoods".Based on the entire national resources,the big food concept provides a high-dimensional development path for improving the resilience of the food system.Through the collection and induction of existing literature,the main risks and impacts of the resilience of China's food system were summarized on the basis of sorting out the concept of resilience of food system and the strategic value given to the resilience of food system by the big food concept.The results were showed as follows.The resilience of the food system referred to its ability to resist risks,recover from crises,and adapt to changes in crisis situations.The big food concept played an important role from three dimensions of"resource,source and quality",and worked on the resilience of the food system through the exploitation of national resources,optimization of import channels,and the development of the food industry.The constraints of environmental resources directly limited the resilience of the food system,and changes in the international situation were closely related to the recovery capacity of the food system.The insufficient innovation ability of the seed industry affected the adaptability of the food system,and the transformation of demand structure significantly affected the upgrading and transformation of the food system.Therefore,based on the strategic of big food concept,starting from the concepts of big resource,big market,and big technology,we will establish a systematic mechanism for integrating land and resources,solidly guarantee food production to strengthen the risk resistance ability of the food system,build a more complete domestic and international market circulation mechanism to stabilize the recovery ability of the food system,and use agricultural technology to supplement domestic food consumption demand to enhance the adaptability of the food system.
