Digital Intelligence Technology Empowering University Governance:Mechanisms,Challenges,and Optimization Pathways
数智技术与大学治理的深度融合,是实现大学治理体系数字化转型和推动高等教育内涵式发展的必然选择.数智技术通过价值性、工具性、结构性与机制性赋能,实现大学治理的目标校准、主体重构、内容再造、模式转换.然而,囿于数智技术本身的内在局限以及其在大学治理中的过度使用,引发了价值理性消解、主体权责失衡、技术适用边界模糊,以及制度调适迟滞等现实问题.为进一步推动大学治理体系和治理能力现代化建设,应树立以人为本的治理理念,构建权责对等的责任体系,设定技术应用的边界红线和打造兼具敏捷性与韧性的制度体系.
The deep integration of digital-intelligent technology and university governance is an imperative choice for achieving the digital transformation of university governance systems and promoting the connotative development of higher education.Through its fourfold empowerment—value-based,instrumental,structural,and mechanistic—digital-intelligent technology facilitates the recalibration of governance objectives,the reconfiguration of governing bodies,the redesign of governance content,and the transformation of governance models.However,constrained by the inherent limitations of digital-intelligent technology itself and its excessive application in university governance,a series of practical issues have emerged,including the erosion of value rationality,imbalances in the rights and responsibilities of stakeholders,blurred boundaries for technological application,and institutional adaptation lag.To further advance the modernization of university governance systems and capabilities,it is essential to adopt a human-centered governance philosophy,establish an accountability system that ensures a balance of power and responsibility,define clear red lines for technology application,and build an institutional framework that embodies both agility and resilience.
