广州市基层医疗卫生人力资源配置公平性与效率研究OA
Equity and efficiency of human resource allocation in primary healthcare institutions of Guangzhou City
目的 分析2023年广州市基层医疗卫生人力资源配置公平性及效率,为开展人员下沉提供参考.方法 采用集聚度进行公平性评价,并通过GIS揭示其空间分布,使用DEA模型进行配置效率评价.结果 集聚度分析发现,越秀区、天河区和增城区的公平性较好,白云区、番禺区和南沙区的公平性较差,海珠区、黄埔区、花都区、从化区和荔湾区的区域内均存在公平性差异.通过GIS技术,发现不同区域的同一资源或同一区域的不同资源都在空间上呈现不同的集聚度水平.DEA模型分析发现,荔湾区、黄埔区和增城区为DEA有效区域,海珠区、天河区、白云区和南沙区为DEA弱有效区域,越秀区、番禺区、花都区和从化区为DEA无效区域.结论 广州市基层医疗卫生人力资源配置公平性有所缺失,存在区域间差异与区域内差异,并且配置效率有待提高,存在投入冗余和产出不足,开展人员下沉需要进行综合考虑.
Objective To analyze the equity and efficiency of human resource allocation in primary healthcare institutions of Guangzhou City in 2023,so as to provide references for carrying out allocation of health-care human resources to primary level.Methods Agglomeration degree was used to evaluate the equity,GIS was used to reveal the spatial distribution,and DEA model was used to evaluate the allocative efficiency.Results The results of agglomeration degree analysis showed that the equity of Yuexiu,Tianhe and Zengcheng districts was better,while that of Baiyun,Panyu and Nansha districts was worse,and there were regional differences in equity among districts of Haizhu,Huangpu,Huadu,Conghua and Liwan.Through GIS technology,it was found that the same resources in different regions or different resources in the same region presented different levels of spatial ag-glomeration.The results of DEA model analysis showed that Liwan District,Huangpu district and Zengcheng Dis-trict were DEA effective areas,Haizhu District,Tianhe District,Baiyun District and Nansha District were DEA weak effective areas,and Yuexiu District,Panyu District,Huadu District and Conghua District were DEA ineffec-tive areas.Conclusions The equity of human resource allocation in primary healthcare institutions of Guangzhou City is deficient,with inter-regional and intra-regional differences,and deployment efficiency needs to be im-proved,with redundant input and insufficient output,calling for comprehensive consideration of such human re-source allocation to primary level.
