随着航运业数字化、自动化和智能化快速发展,"人的因素"在海事安全中的核心作用日益凸显.《1978年海员培训、发证和值班标准国际公约》(以下简称STCW公约)作为全球海员培训与能力标准的基础性制度,在新技术应用和行业结构变化背景下逐步显现出适应性不足.2022年,国际海事组织启动STCW公约及其规则第三次全面复审,这是该公约实施以来规模最大、参与最广的一次系统性审查.通过梳理本轮全面复审的背景、原则与进展,在此基础上对识别出的400余项差距进行结构性分析,并从海员能力结构、航海教育培训体系、主管机关履约监督机制以及海员职业发展模式四个层面探讨其潜在影响.研究认为,本轮全面复审不仅是对既有培训标准的技术性更新,更体现出从"能力标准修订"向"全球海员治理体系重构"的制度逻辑转变.

With the rapid digital,automated,and intelligent development of the shipping industry,the central role of the"human element"in maritime safety has become increasingly prominent.The International Convention on Standards of Training,Certification and Watchkeeping for Seafarers,1978(the STCW Convention),as the foundational instrument for global seafarer training and competence standards,is gradually showing insufficient adaptability in the context of new technology applications and structural changes in the industry.In 2022,the International Maritime Organization launched the third comprehensive review of the STCW Convention and its Code—the largest and most extensive systematic review since the Convention came into force.Based on an examination of the background,principles,and progress of this comprehensive review,this paper conducts a structural analysis of the over 400 identified gaps and explores their potential impacts from four perspectives:seafarer competence structure,maritime education and training systems,competent authority compliance monitoring mechanisms,and seafarer career development models.The study suggests that this comprehensive review is not merely a technical update of existing training standards but reflects an institutional logic shift from"competency standard revision"to"global seafarer governance system restructuring".
