Sea trial,as an indispensable link in the delivery of newly-built ships,are directly related to the development of the maritime engineering industry,the safety of life and property at sea,and the marine environment.Regarding the inherent risks of vessels during the trial voyage,such as unstable facilities,complex personnel composition,weak emergency response capabilities,and intricate navigation environments.This paper,based on the actual situation of the jurisdiction of Yantai Penglai Maritime Safety Administration,identifies the four core risks of"man,machine,environment,and management",analyzes the prominent problems in regulatory practice,and constructs and elaborates the"Six Lines of Defense"supervision mechanism.On this basis,targeted countermeasures are proposed,including systematic enterprise management,standardized crew assessment,and standardized personnel control.The research provides practical support for improving the safety supervision system of trial voyage activities,offers a replicable paradigm for the supervision of regional trial voyage activities,and contributes to the high-quality development of new quality productive forces in marine engineering equipment manufacturing.
