The U.S.Coast Guard(USCG),as a world-leading comprehensive maritime agency,has developed a mature performance evaluation system characterized by strategic orientation,quantifiable results,and comprehensive coverage.This system provides a valuable reference for optimizing China's maritime planning indicators.By systematically analyzing the core architecture and implementation features of the USCG performance standards,this paper distills its key concepts and design logic,examines the evolution and optimization potential of China's 13th and 14th Five-Year Plan in maritime development indicators,and in light of the actual conditions of China's maritime development,proposes optimization principles and specific recommendations for the indicator system of China's 15th Five-Year Plan in maritime,aiming to offer new perspectives and approaches for indicator development.
