救济空间与权力剧场:城市治理视域下的民国青岛慈善义演OA

社会治理转型中形成的国家与社会协同机制作为构建政治共同体的制度基础,要求治理主体兼备制度性参与规范与文化承续能力.近代西方救济思想和救济方式传入,驱动着中国传统赈济方式向多元功能转型.民国时期的青岛融合传统民俗空间与现代城市功能形成了新型公益活动平台,实现了义演文化与慈善救济的交互衔接.当地政府自恢复行使主权后,利用"剧场政治"构建起市政动员体系,其主持的临时性赈灾机构将商会、同乡会等传统社群与新兴公益团体纳入协作网络.行政力量在公共展演中强化权力形象,借赈灾义演进行城市管理的同时,又通过征税免税政策实施社会调节.在此语境下,融合多元要素的慈善义演活动逐渐成为制度化的治理工具,形成行政主导、多方协同参与的治理模式.但是,抗战后的城市治理困境暴露出制度局限,政府将演艺事业视作财政汲取的做法,加剧了公益属性弱化与资源集中化的两重治理失效.

The state-society coordination mechanism that emerged during the transformation of social governance serves as the institutional foundation for constructing a political community.This mechanism necessitates that governance entities be equipped with both the ability for institutionalized political participation and the efficacy of cultur-al capital transmission.The introduction of modern Western relief ideologies and approa-ches has propelled the transformation of traditional Chinese relief methods towards mul-tifunctional models.During the Republic of China era,Qingdao integrated traditional folk-custom spaces and modern urban functions to establish a new platform for public-welfare activities,thereby achieving the interactive integration of the culture of benefit performances and charitable relief efforts.After regaining sovereignty,the local govern-ment utilized"theater politics"to establish a municipal mobilization system.The tem-porary disaster-relief agencies under its auspices incorporated traditional communities such as chambers of commerce and native-place associations,along with emerging pub-lic-welfare organizations,into a collaborative network.Administrative forces enhanced their power image in public performances.While using disaster-relief benefit perform-ances to legitimize urban management,they also implemented social regulation through tax-levy and tax-exemption policies.In this context,charitable activities integrating multiple elements have gradually evolved into institutionalized governance tools,giving rise to a governance model characterized by administrative leadership and multi-party collaborative participation.However,the urban governance dilemmas following the War of Resistance against Japanese Aggression have laid bare the limitations of the sys-tem.The government's practice of regarding the performing arts industry as a means of fiscal extraction has exacerbated the dual governance failures of weakened public-welfare attributes and resource centralization.
