基于统一用途管制的风景名胜区用地分类及管控优化OACHSSCD
Land Use Classification and Regulatory Optimization of Scenic and Historic Areas Based on Unified Land Use Zoning Regulation
在统一国土空间用途管制制度背景下,风景名胜区作为国土空间规划与风景名胜区规划的融合管制区域,面临着用地分类标准不一致、转换机制未明确、管控规则待统一的现实困境.文章基于湖南省国土空间规划"一张图"实施监督信息系统,从省级统一用途管制视角,提出与国土空间用地用海分类衔接一致并充分体现风景名胜区特色的用地分类体系.该体系采用三级分类模式,共设置20个大类、79个中类和119个小类.文章从规划编制、用途管制和实施路径三个方面提出管控优化策略,以期实现国土空间规划体系下风景名胜区用途管制的高效统一,提升风景名胜区空间治理现代化水平.
Against the backdrop of the unified land use zoning regulation system,scenic and historic areas,as the integrated regulation areas of territorial space planning and scenic and historic area planning,are confronted with practical difficulties such as inconsistent land use classification standards,undefined conversion mechanisms,and unstandardized control rules.Based on the One-Map implementation supervision information system of Hunan Province's territorial space planning,this paper proposes a land use classification system that is consistent with the territorial space land and sea use classification and fully reflects the characteristics of scenic and historic areas from the perspective of provincial unified land use control.This system adopts a three-level classification model,with 20 major categories,79 subcategories,and 119 sub-sub categories.The paper proposes regulatory optimization strategies from three aspects,which include plan formulation,land use zoning regulation,and implementation paths,aiming to achieve efficient and unified land use zoning regulation over scenic and historic areas under the territorial space planning system,and enhance the modernization level of spatial governance in scenic and historic areas.
