我国超大城市生态安全治理困境及发展路径研究OACHSSCD
Research on the Governance Dilemmas and Development Paths of Ecological Security Governance in Chinese Megacities
随着城市化的不断推进,超大城市生态安全问题受到广泛重视.推进生态安全治理有利于统筹实现高质量发展与高水平保护.文章以生态系统服务等理论为支撑,结合《中华人民共和国国民经济和社会发展第十五个五年规划纲要》,分析我国超大城市生态安全治理的现实困境与发展路径.研究发现:(1)目前我国超大城市生态安全治理已取得阶段性成效,但仍面临生态空间碎片化与资源供需失衡等问题,同时在风险防控与治理协同方面存在不足,这些问题与发展机制、治理理念及技术等密切相关;(2)超大城市生态安全治理兼具国际和国内的双重发展需求导向,对维护生态稳定、提升治理能力与保障高质量发展具有重要意义.未来应聚焦高质量发展的核心要求,通过优化国土空间、提升资源利用率、强化风险防控及创新协同治理等路径筑牢生态安全屏障.
With the continuous advancement of urbanization and the intensification of ecological risks,the issue of ecological security in megacities has attracted extensive attention.Advancing ecological security governance facilitates the coordinated realization of high-quality development and high-standard ecological protection.Supported by theories such as ecosystem services,and in line with the Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China,this paper analyzes the practical dilemmas and development paths of ecological security governance in Chinese megacities.The study finds that:(1)Although China's megacities have made phased achievements in ecological security governance,they still face problems such as fragmented ecological space,imbalanced resource supply and demand,insufficient risk prevention and control and governance coordination.These problems are closely linked to development mechanisms,governance concepts and technical means;(2)Ecological security governance in megacities is driven by both international and domestic development demands,and is of great significance for maintaining ecological stability,improving governance capacity and ensuring high-quality development.Looking ahead,focus should be placed on the core requirements of high-quality development,and a solid ecological security barrier should be forged through optimizing territorial space,improving resource utilization efficiency,strengthening risk prevention and control,and innovating collaborative governance.
