新质生产力视角下的耕地保护政策创新研究OACHSSCD

Developing agricultural new quality productive forces is the core driving force for promoting agricultural and rural modernization,and it poses higher requirements for the innovation of cultivated land protection systems.Based on the strategic deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC)regarding"accelerating the formation of production relations that are more compatible with new quality productive forces",this paper systematically reviews the evolution process of agricultural productivity and rural production relations in China.Elaborating on the necessity of innovating China's cultivated land protection systems and the basic principles of system construction,this paper constructs a logical framework for institutional innovation centered on four dimensions:national strategy,production relationship transformation,scientific and technological innovation,and guarantee mechanisms,and puts forward ten policy and institutional suggestions for cultivated land protection,such as implementing the requirement of"Party and government shared responsibilities"for cultivated land protection,targeted subsidies and guarantees,and adhering to the principle of"high-quality farmland"for grain production,to respond to the practical needs of how the cultivated land protective system can adapt to the development of new quality production forces,and further promote the establishment of an integrated system that connects national strategic orientation with local practice exploration.
