基于激励监督模型的公众评价对森林康养服务供给效应研究OA

森林康养服务作为一种新兴的公共服务,政府购买是重要的市场化供给方式.本研究旨在规避政府购买公共服务过程中的市场失灵,建立基于激励监督模型的公众评价机制,验证引入公众评价之后的森林康养服务供给效果.结果表明:政府购买森林康养服务过程中,政府是森林康养服务供给商的第一监督责任人,公众评价可有效激励供给商;引入公众评价,能够适度减轻政府对于森林康养服务的监督负担;而公众参与的程度越高,政府的监督水平越高、供给商供给能力越强.据此提出如下政策建议:重视公众评价,加强公众参与程度;提高供给商能力,降低努力成本;完善正向激励机制,优化政府监督体系.

Forest Health Therapy,as an emerging public service,relies on government procurement as a key mar-ket-oriented supply method.This paper aims to explore how to avoid market failures in the process of government purcha-sing public services,establish a public evaluation mechanism based on an incentive-supervision model,and verify the supply effect of Forest Health Therapy after the introduction of public evaluation.The results show that the government serves as the primary supervisory responsible party for the suppliers of such services,in the process of government pro-curement of forest health services.Public evaluation serves as an effective incentive to ensure the level of effort from the entrusted agents.Introducing public evaluation can moderately alleviate the government's supervisory burden regarding forest health services.Furthermore,the higher the degree of public participation,the higher the level of government su-pervision,and the greater the suppliers'supply capacity.Based on this,policy suggestions are put forward,including placing greater importance on public evaluation and enhancing public participation,improving suppliers'capabilities and reducing effort costs,improving the positive incentive mechanism and optimizing the government supervision system.
