基于双向链式委托代理关系的科学数据共享激励机制研究OACHSSCD

[Purpose/Significance]Scientific data sharing originates from the subjects'intrinsic motivation of optimizing their research survival situation,which is a collective action involving multiple subjects and integrates data seeking and data value creation.In order to enhance the subjects'participating willingness and optimize the effectiveness of sharing actions,it is indispensable to construct reasonable and effective incentive mechanisms to maintain the sustainability of sci-entific data sharing.[Method/Process]The process of scientific data sharing are innovatively deconstructed into two bidirec-tional sub-processes,data seeking and data value creation.On the basis of clarifying the participants'roles differences and rights and interests demands in the two sub-processes,the bidirectional chain of principal-agent relationships and the incentive mechanism model in scientific data sharing is explored and constructed,making a thorough inquiry of the interac-tive incentive relationship,data power dependence extent,and the internal rights and interests distribution system of the production system in the two bidirectional sub-processes.[Result/Conclusion]A collaborative incentive system is deve-loped with high-quality data provision capability at the producing side,smooth data flow during the operation process of data sharing,and good use of data in the utilization segment.Thus,the whole scientific community can obtain the common efficiency of scientific data sharing and the benefits brought by non-exclusive sharing,which can inspire the corresponding improvement of scientific data sharing policies.
