基于新能源市场化交易的甘肃省光伏发电项目经济性研究OA

ECONOMIC STUDY OF PV POWER GENERATION PROJECTS IN GANSU PROVINCE BASED ON MARKET-ORIENTED TRADING OF NEW ENERGY

近年来,光伏发电装机容量持续高速增长,且在中国电力结构中的占比持续攀升.随着电力市场化改革进程加速,新能源市场化交易不可避免,但会导致光伏发电项目的收益面临极大不确定性.首先对中国新能源装机容量占比较大的部分省(自治区)的新能源市场化交易的相关政策进行了分析;然后建立了基于市场化交易的光伏发电项目经济性模型,并以甘肃省某集中式光伏发电项目为例,测算了市场化交易对该光伏发电项目收益的影响,以及满足行业基准资本金内部收益率时的最低上网电价.研究结果表明:市场化交易对光伏发电项目收益的影响显著,会导致项目收益大幅降低;若要满足行业基准资本金内部收益率,甘肃省集中式光伏发电项目的上网电价应不低于0.2469元/(kW•h).研究结果可为光伏发电市场化交易提供参考.

In recent years,the installed capacity of PV power generation has continued to grow rapidly,and its proportion in China's power structure has continued to climb.With the acceleration of the market-oriented reform of electricity,the market-oriented trading of new energy is inevitable,but it will lead to great uncertainty in the revenue of PV power generation projects.This paper first analyzes the market-oriented trading related policies of new energy in some provinces(autonomous regions)in China where the installed capacity of new energy accounts for a large proportion.Then,an economic model for PV power generation projects based on market-oriented trading is established.Taking a centralized PV power generation project in Gansu Province as an example,the impact of market-oriented trading on the project revenue is calculated,as well as the minimum on feed-in tariff that meets the industry benchmark capital internal rate of return.The research results show that market-oriented trading have a significant impact on the revenue of PV power generation projects,leading to a significant decrease in project revenue.To meet the industry benchmark capital internal rate of return,the feed-in tariff for centralized PV power generation projects in Gansu Province should not be lower than 0.2469 yuan/(kW•h).The research results can provide reference for the market-oriented trading of PV power generation.
