The Evolution of U.S.Deep-Sea Mineral Strategy under the"Trilemma"and the Unilateral Practice of the Trump Administration
美国深海矿产战略长期面临国家安全、经济可行性与环境可持续性之间的"三难困境".本文以该困境为核心分析框架,系统梳理美国深海矿产战略的历史演进,揭示其在不同历史时期对"三难"目标的优先排序、背后动因与内在张力.在此基础上,本文聚焦特朗普政府第二任期的深海矿产战略,将其国内立法、盟友协作及多边规则规避等一系列单边行动界定为一种试图超越困境、重塑供应链与规则主导权的激进战略转向.分析表明,此举虽在短期内强化了美国的资源安全保障,却未能真正突破"三难"的结构性约束,即安全层面因侵蚀多边秩序基础而陷入长期悖论,经济层面受制于技术成本和市场风险,环境层面遭遇国内外规范的反噬.最终,该战略非但未能提供可持续解决方案,反而加剧了全球深海治理的规则碎片化、立场阵营化与供应链安全化等趋势,导致"安全—发展—环保"之间的结构性失衡进一步加深.鉴于此,在深海等全球公域治理中,单边强制路径无法系统化解多重目标间的根本矛盾,基于规则的多边协调仍是应对"三难困境"的必然方向.
The U.S.deep-sea mineral(DSM)strategy has long been mired in a fundamental trilemma,balancing the competing imperatives of national security,economic viability,and environmental sustainability.Using this trilemma as an analytical framework,this article systematically reviews the historical evolution of the U.S.DSM policy.It elucidates the shifting prioritization of these three objectives across different eras,while unpacking the underlying motivations and inherent tensions that define this policy space.Focusing specifically on the DSM strategy pursued during the current second term of the Trump administration,this article characterizes its suite of unilateral actions—encompassing domestic legislative maneuvering,enhanced allied coordination,and the circumvention of multilateral frameworks—as a radical strategic pivot.This pivot sought to transcend the trilemma by reshaping supply chains and reclaiming dominance over rule-making.Analysis indicates that while this approach temporarily strengthened resource security in the short term,it failed to overcome the structural constraints of the trilemma.Specifically,on the security front,it eroded the foundations of the multilateral order,resulting in long-term paradoxes;economically,it remained constrained by high technological costs and market risks;and environmentally,it faced normative backlash both domestically and internationally.Ultimately,the strategy not only failed to offer a sustainable solution but also exacerbated the fragmentation of rules,the polarization of positions,and the securitization of supply chains in global deep-sea governance,thereby deepening the structural imbalance among"security,development,and environmental protection".In light of these findings,in the governance of global commons such as the deep sea,unilateral coercive pathways are incapable of systematically resolving the fundamental contradictions among multiple objectives.Inclusive,rules-based multilateral coordination remains the indispensable direction for addressing the trilemma.
