From Structural Orientation to Presidential Orientation:Assessing Trump's Second Term Arctic Policy
特朗普开启第二任期后,美国北极政策呈现出显著的"总统导向",即通过强化总统权力、简化决策程序以推进北极政策的快速制定与实施.长期以来,党派博弈、国会监督、联邦机构间互动以及利益集团参与,很大程度上维系了政策的稳定性和延续性,具有明显的"结构导向",但政治极化削弱了这种结构性的平衡.特朗普通过人事调整和预算分配掌握关键资源,并诉诸行政命令来规避程序性审查,使北极政策的制定趋于简化,追求短期效率.在政策实践层面,能源开发与单边安全议程被大幅优先,北极被塑造为"美国优先"战略的前沿场域,科学研究和环境治理在政策中的地位显著下降.这种变化不仅削弱了北极理事会等多边机制的共识功能,还推动区域治理逻辑从规则转向实力政治,加剧了地缘竞争的不确定性与外部性风险.同时,安全对话机制的长期缺位,使误判和冲突风险持续上升.特朗普第二任期扩大总统权力,凸显了美国国内政治变化与国际治理秩序之间的紧密联动,对北极地区的和平稳定与可持续发展构成深刻挑战.
After Trump began his second term,the U.S.Arctic policy has shown a distinct"presidential orientation",that is,by strengthening the president's authority and streamling the decision-making process to promote the rapid formulation and implementation of the Arctic policy.For a long time,partisan games,congressional oversight,interactions among federal agencies,and the participation of interest groups have largely maintained the stability and continuity of policies,featuring a distinct"structural orientation",but political polarization has weakened this structural balance.Trump usually controls key resources through personnel adjustments and budget allocation,and resorts to executive orders to circumvent procedural reviews,simplifying the formulation of Arctic policies and pursuing short-term efficiency.At the policy practice level,energy development and unilateral security agendas have been significantly prioritized.The Arctic has been shaped as a frontier field of the"America First"strategy,and the status of scientific research and environmental governance in policy has significantly declined.This change not only weakens the consensus function of multilateral mechanisms such as the Arctic Council,but also promotes the regional governance logic to shift from rule-oriented to power politics,intensifying the uncertainty and externality risks of geopolitical competition.Meanwhile,the long-term absence of security dialogue mechanisms has led to a continuous increase in the risks of misjudgment and conflicts.Trump's expansion of presidential power during his current second term highlights the close interaction between domestic political changes in the United States and the international governance order,posing a profound challenge to peace,stability and sustainable development in the Arctic region.
