体育强国建设视域下竞技体育与群众体育协调发展的政策注意力配置研究OACHSSCD

Policy attention reflects decision-makers'strategic priorities and resource allocation preferences in specific domains.Understanding its underlying allocation logic is crucial for promoting the comprehensive and coordinated development of competitive sport and mass sports.Using 96 policy documents on competitive sport and mass sports issued from January 2009 to August 2024 as textual data,this study used an"issue attributes-attention orientation"analytical framework and LDA modeling to explore the characteristics of policy attention allocation for their coordinated development,while proposing implications for advancement.Current policy attention allocation manifests as follows:at the institutional level,implementing safeguards that link competitive sports standards with mass sports grading systems;at the sport level,establishing action pathways where enhancing accessibility underpins competitive sports development;at the cultural level,prioritizing competitive sports culture to innovate national fitness development paradigms;and at competitive sports achievements level,maintaining a shared process where competitive event achievements drive mass sports event growth.In the future,institutional dimensions should establish a"1+N"policy framework to strengthen top-level coordination design.Programmatic dimensions should enhance diverse demand-driven approaches to advance the social transformation of competitive sports.Cultural dimensions should refine policy content systems to broaden channels for competitive sports culture development.Outcome dimensions should optimize policy tool structures to comprehensively promote the sharing of competitive achievements.
