基于智慧口岸建设的业务自适应评价模型研究OA

Research on Business-Adaptive Evaluation Model Based on Smart Port Construction

针对我国智慧口岸建设评价指标主观性较强、业务适用范围窄等问题,从综合服务、设施设备、口岸协同监管、运行管理、区域合作5个维度建立了评价指标体系,提出了K均值-CRITIC评价方法,构建了一种适用于智慧口岸建设的业务自适应评价模型,并从智能化、数字化、精准化、泛在化、机制化方面进行系统分析.选取陆运、水运、空运3类口岸开展横向和纵向分析,结果表明,该模型可客观评价智慧口岸建设,自适应计算评价权重,适用于不同业务类型口岸评价需求,可为智慧口岸的建设和持续改进提供依据.

To address the problems of strong subjectivity and narrow business application scope of evaluation indexes for smart port construction in China,an evaluation index system was established from five dimensions:comprehensive services,facilities and equipment,port supervision,operation management,and regional cooperation.A K-means-CRITIC evaluation method was proposed,and a business-adaptive evaluation model suitable for smart port construction was constructed,which was systematically analyzed from the aspects of intelligentization,digitalization,precision,ubiquity,and institutionalization.Three types of ports,namely land transport,water transport,and air transport,were selected to carry out horizontal and vertical analyses.The results show that this model can objectively evaluate the smart port construction,adaptively calculate evaluation weights,is suitable for the evaluation needs of ports with different business types,and can provide a basis for the construction and continuous improvement of smart ports.
