Implementation Path of Composite Land and Sea Use for Renewable Energy Projects under the"Dual Carbon"Target
在"双碳"目标与经济社会高质量发展协同推进的背景下,探索可再生能源项目土地与海洋资源的科学合理利用路径,不仅是推动可再生能源产业高质量发展的关键抓手,更是助力"双碳"目标如期实现的重要支撑,具有显著的现实意义与战略价值.立足国内可再生能源开发实践,以典型工程案例为实证基础,结合国家关于用地用海的相关政策法规,系统梳理并分析了当前可再生能源开发过程中,针对耕地、海洋、林业、草原、河湖及其他建设用地的多元化复合利用模式.在此基础上,深入剖析了当前复合利用项目在实践中面临的核心问题,并针对性地提出了相应的实施路径建议,旨在为后续可再生能源项目用地用海复合利用的规范化、高效化发展提供理论参考与实践指引.
Against the strategic backdrop of the coordinated advancement of"Dual carbon"target and the high-quality development of economy and society,exploring the scientific and rational utilization paths of land and marine resources for renewable energy projects is not only a key driver for promoting the high-quality development of renewable energy industry,but also an important support for helping the"Dual carbon"target be achieved as scheduled,thus possessing significant practical significance and strategic value.Based on the domestic practice of renewable energy development,this paper takes typical engineering cases as the empirical foundation and combines the relevant policies and regulations on land and sea use issued by the state,to systematically sort out and analyze the diversified composite utilization models for cultivated land,oceans,forestry,grasslands,rivers and lakes,and other construction lands in current process of renewable energy development.On this basis,this paper deeply examines the core problems faced by current composite utilization projects in practice,and puts forward corresponding implementation path suggestions in a targeted manner,to provide theoretical reference and practical guidance for the standardized and efficient development of land and sea composite utilization in subsequent renewable energy projects.
