"双碳"目标下我国风电、光伏快速发展,但面临较大的土地资源约束.本文评估了 2030 年我国陆上集中式风电和光伏发电项目的土地要素保障潜力,结果显示:我国国土空间总量上具备支撑"十五五"风光项目大规模发展的资源基础,但保障情况的区域差异显著,西北地区保障条件最为优越,东部沿海多省则面临较大压力.对此,本文提出了优化区域布局、开发指标向西北合理倾斜、东部大力发展分布式光伏与复合利用、加强技术政策创新等对策建议.

The pursuit of China's carbon peaking and carbon neutrality goals has accelerated the expansion of wind and photovoltaic(PV)power capacity,yet this growth is constrained by land availability.This article evaluates the potential of China's land resources to accommodate centralized onshore wind and PV projects by 2030.Our findings indicate that,in aggregate,China possesses sufficient land resources to support the large-scale development envisioned for the 15th Five-Year Plan period,however,this potential varies significantly across regions.The northwestern region possesses the most favorable conditions,whereas many eastern coastal provinces face substantial land constraints.In response,several policy recommendations are proposed,including optimizing regional planning,prioritizing development quotas for the northwest,promoting distributed solar PV and multi-purpose land use in the east,and fostering technological and policy innovations.
