在国土空间管控趋严的形势下,土地要素保障已成为制约我国可再生能源发展的关键难题.基于可再生能源规划与国土空间规划协同不足、新能源用地用海限制因素多、节约集约用地的政策标准支撑不足、用地审批程序管理难以匹配项目周期及成本控制需求等关键问题,提出了加强可再生能源规划与国土空间规划协同、优化可再生能源项目国土空间准入条件、优化可再生能源布局、挖掘用地保障潜力、协调建立可再生能源项目用地用海标准体系、促进可再生能源复合利用有效模式的推广、优化用地用海审批流程和管理机制等土地要素保障的路径,系统性地破解土地要素保障的瓶颈,支撑"十五五"可再生能源发展.

Against the backdrop of increasingly stringent territorial space use regulation,land resource allocation has emerged as a critical constraint on renewable energy development in China.By analyzing the key challenges including insufficient coordination between renewable energy planning and territorial spatial planning,multiple restrictions on land/sea use for new energy projects,inadequate policy and standard support for economical and intensive land use,and mismatches between land approval procedures and requirements of project cycle and cost control,a series of pathways is proposed to systematically overcome constraints on land resources and bolster renewable energy development during the 15th Five-Year Plan period,including strengthening planning coordination,optimizing spatial access conditions,improving project layout,tapping into potential land resources,establishing standard systems for land/sea use,promoting effective models for composite utilization,and streamlining approval processes and management.
