黄河流域煤矿产业面临水资源短缺与生态保护的双重压力,亟须科学评价其高质量发展能力.文章创新构建"水资源承载力—风险因素—经济效益"三维评价体系,采用熵权-TOPSIS 法进行综合评估.以乌海矿区典型煤矿为案例,评价结果有效区分了不同煤矿的优势与短板,表明实现高质量发展需在资源约束、风险控制与经济收益间寻求多维平衡.据此提出强化水资源刚性约束与精细化管理、加强流域统筹协调、提升环保标准与监管效能等关键建议,为黄河流域煤矿产业优化布局与绿色转型提供决策支撑.

The coal mining industry in the Yellow River Basin faces dual pressures of water scarcity and ecological protection,necessitating a scientific evaluation of its high-quality development capacity.This paper innovatively constructs a three-dimensional aspects evaluation system encompassing"water resources carrying capacity,risk factors,and economic benefits,"and employs the Entropy Weight-TOPSIS method for comprehensive assessment.Taking typical coal mines in the Wuhai mining area as a case study,the evaluation results effectively distinguish the strengths and weaknesses of different mines,indicating that achieving high-quality development requires seeking a multi-dimensional balance among resource constraints,risk control,and economic returns.Based on the findings,key recommendations are proposed,including strengthening rigid constraints and refined management of water resources,enhancing basin-wide coordination,and elevating environmental standards and regulatory efficiency.These provide decision-making support for optimizing the layout and facilitating the green transformation of the coal mining industry in the Yellow River Basin.
