生成式人工智能时代高等教育质量保障的战略转向OACHSSCD

Strategic Shifts in Higher Education Quality Assurance in the Era of Generative Artificial Intelligence

基于2025年亚太地区教育质量保障组织(APQN)学术年会主旨演讲及专题研讨内容,梳理并分析了全球高等教育质量保障领域在人工智能冲击、产教融合深化、质量保障范式转型及区域协同发展四大维度的前沿动态与核心挑战.综述认为,生成式人工智能正推动质量保障从合规审查转向创新引导,产学合作已从项目式协作演进为战略共生式深度融合,质量保障机构自身面临在坚守学术标准与促进教育相关性、灵活性之间寻求平衡的身份危机,跨境质量保障则呈现出标准互认与区域协同纵深发展的趋势.

Based on the content of the 2025 annual academic conference of the Asia-Pacific Quality Network(APQN),this review summarizes and analyzes cutting-edge developments and core challenges in the field of global higher education quality assurance across four dimensions:the impact of artificial intelligence,the deepening integration of industry and education,the transformation of quality assurance paradigms,and regional collaborative development.The review argues that generative artificial intelligence is driving quality assurance to shift from compliance review to innovation guidance,industry-academia cooperation has evolved from project-based collaboration to a strategically symbiotic and in-depth integration,quality assurance agencies themselves face an identity crisis in balancing adherence to academic standards with the promotion of educational relevance and flexibility,cross-border quality assurance demonstrates a trend towards in-depth development of mutual recognition of standards and regional collaboration.
