广东省工业用水效率测算及时空异质性研究OA
Research on Evaluation of Industrial Water Use Efficiency and Spatiotemporal Heterogeneity in Guangdong Province
广东省工业用水效率的时空分异格局研究对推进区域产业协调发展具有重要意义.基于广东省21个地市2011-2022年的面板数据,采用全局超效率SBM模型对工业用水效率进行测算,并利用Moran's I指数分析空间聚集特征,进一步引入Dagum基尼系数分解法探究其空间分异格局.结果表明:①广东省工业用水效率总体呈现出显著的上升态势;②广东省工业用水效率呈现出显著的空间差异,总体表现为珠三角>粤西>粤东>粤北;③广东省工业用水效率的空间聚集模式表现为低-低型(河源市和揭阳市)、低-高型(惠州市)以及高-高型(东莞市);④工业用水效率的总体基尼系数呈上升趋势,表明工业用水效率不均衡态势加剧,区域间差异是总体差异的主要来源,珠三角地区的工业用水效率提升较为显著,与其他3个区域之间的差异有所扩大.
Investigating the spatiotemporal variation of industrial water use efficiency(IWUE)in Guangdong Province holds significant importance for promoting coordinated regional industrial development.This paper used panel data from 2011 to 2022 for 21 cities in Guangdong Province.It applied a global super-efficiency slack-based measure(SBM)model to evaluate IWUE and Moran′s I index to analyze spatial clustering.It also uses the Dagum Gini coefficient decomposition method to clarify spatial differentiation patterns.The results show:① IWUE in Guangdong Province shows a significant upward trend.Within this province,cities in the Pearl River Delta region exhibit a relatively faster rate of improvement in IWUE,attributable to their advanced economic development,more rational industrial structure,and pronounced industrial scale effects.In contrast,the improvement rates are comparatively slower in cities in eastern,western,and northern Guangdong,which are less economically developed.② Significant spatial differences exist in IWUE,with the order being Pearl River Delta>western Guangdong>eastern Guangdong>northern Guangdong.Specifically,cities in the Pearl River Delta region region such as Shenzhen,Guangzhou,Zhuhai,and Foshan demonstrate higher IWUE levels.③ Spatial clustering patterns of IWUE are characterized by low-low clusters(Heyuan and Jieyang),low-high clusters(Huizhou),and high-high clusters(Dongguan).In contrast,cities in the mountainous areas of northern Guangdong(e.g.,Qingyuan,Shaoguan,Meizhou,and Yunfu)and some coastal cities in eastern and western Guangdong(e.g.,Shantou and Zhanjiang)exhibit relatively lower IWUE.④The overall Gini coefficient of IWUE shows an upward trend,indicating worsening imbalance.Intra-regional differences are most pronounced within the Pearl River Delta region,while eastern Guangdong exhibits the smallest intra-regional disparity.Inter-regional differences are the primary source of overall differences.The efficiency in the Pearl River Delta has improved significantly,widening the gap with other regions.The notable disparity in IWUE growth rates between the Pearl River Delta and other regions is not a short-term phenomenon,but rather the outcome of long-standing differences in industrial structure,technological and capital investment,and management capacity.To enhance IWUE in Guangdong Province,the following recommendations are provided:establishing a dual-dimensional"region-sector"water efficiency evaluation and dynamic monitoring system and incorporating water conservation targets into the performance assessments of local governments and enterprises;building interregional technology exchange platforms to facilitate the transfer of advanced water-saving technologies,management experience,and green industries from the Pearl River Delta to eastern,western,and northern Guangdong,thereby promoting resource sharing and complementary advantages;implementing region-specific management measures based on the main constraints of each region to improve IWUE and narrow regional disparities,and optimizing the industrial structure by phasing out traditional water-intensive industries and promoting high-end manufacturing.
