中国交通气象观测技术进展和未来展望OA

Progress and future prospects of transportation meteorological observation in China

气象观测是开展交通气象预报预警与服务的基础.随着我国公路、铁路、航运、航空及城市交通的快速发展,交通畅通与安全保障对高质量气象监测提出了更高要求.近年来,全球气候变化导致极端天气事件频发,严重威胁交通安全与运行效率,对交通气象监测预警体系建设形成新的挑战.本文从交通气象立体观测网、国家交通气象观测系统及相关监测探测技术等方面,系统梳理了我国交通气象观测的发展现状与需求,分析了在关键核心技术、设备研制、标准体系、创新机制及产业化方面存在的主要问题.结果表明,尽管我国交通气象监测装备和业务化应用水平显著提升,但在原创技术和高端装备领域仍存在短板.针对未来智能交通、智能驾驶及低空经济等新兴领域的发展需求,本文提出构建交通气象监测仪器创新体系、强化关键技术攻关、完善标准与测试体系、建设公共试验基础设施等建议,以期为我国交通气象观测体系的持续完善与高质量发展提供参考.

Meteorological observation serves as the fundamental support for transportation meteorological forecasting,early warning,and related services.With the rapid development of China's highway,railway,maritime,aviation,and urban transportation systems,ensuring transportation safety and smooth operation has placed higher demands on high-quality meteorological monitoring.In recent years,global climate change has led to frequent extreme weather events,posing severe threats to transportation safety and operational efficiency,and creating new challenges for the construction of transportation meteorological monitoring and early warning systems.The paper systematically reviews the development status and needs of transportation meteorological observation in China from the perspectives of three-dimensional transportation meteorological observation networks,the national transportation meteorological observation system,and associated monitoring and detection technologies.It analyzes major issues in key technologies,equipment development,standard systems,innovation mechanisms,and industrialization.Results show that China's transportation meteorological monitoring equipment and operational applications have significantly improve in recent years.However,there remain shortcomings in original technologies and high-end equipment.In response to the future demands of emerging fields such as intelligent transportation,autonomous driving,and the low-altitude economy,the paper proposes the establishment of an innovation system for transportation meteorological monitoring instruments,the strengthening of key technology research,the improvement of standards and testing systems,and the construction of public experimental infrastructure.These recommendations aim to provide reference for the continuous improvement and high-quality development of China's transportation meteorological observation system.
