[Purpose]The research explores the main content,projection channels and the reception feedback of Putin government's strate-gic narrative on the Russia-Ukraine conflict.It also summarizes the characteristics of Putin government's strategic narrative,evaluates the advantages and shortcomings of the narrative,and analyzes the reasons behind them.[Method]The research adopts the methods of dis-course and textual analysis,which are mainly based on the official statements of the Russian government,news reports of mainstream media,and research results of think tanks or universities obtained openly,and supported by the results of polls conducted by major polling organizations in Russia and the West.[Result/Conclusion]Although the Putin government's narrative is supported by the domestic pub-lic,it has not been widely recognized by the international community,which means that the narrative does not provide a good environment for the state's policy behaviors.The main reason is that Russian narrative fails to cater to the international audience's broad ethical standards and consensus in terms of content,and is also very limited in terms of the scope of its communication coverage.Summarizing the existing experience of the Putin government's narrative,it is clear that for the strategic narrative to be fully effective,it must take into account the consensus among civilizations while rooting itself in the fine traditional culture of the nation,and also must continuously expand the cover-age of the platforms for voices to be heard.
