农业农村领域国家重点研发计划项目组织模式比较分析与路径探索OA

To meet the major strategic demands of safeguarding national food security,solidly promoting comprehensive rural revitalization,and accelerating the development of a powerful agricultural country,the traditional homogenized organization mode of scientific research projects has been difficult to adapt to the systematic challenges faced by agricultural scientific and technological innovation.It is urgent to explore differentiated organization modes that are more compatible with the characteristics of the agricultural industry and the laws of scientific research.This paper took five new types of organization modes as the research objects,including the"list posting and leader selection"mechanism,"horse-racing system",long-cycle projects,"chain leader system",and ministry-province joint projects.It systematically sorted out their connotation,characteristics and development status,analyzed their adaptation scenarios and application boundaries in the National Key R&D Program of China projects in the agricultural and rural sectors,pointed out the common challenges and characteristic problems that may exist in their implementation process,and put forward the construction direction of supporting mechanisms from the aspects of classified evaluation,information sharing and risk tolerance.Meanwhile,it focused on the improvement paths of governance capacity such as decentralization and empowerment,professional management and incentive compatibility,with a view to providing reference for the optimization and innovation of project organization modes.
