党的二十届四中全会提出要依托技术创新不断催生新质生产力,区块链技术去中心化存储、不可篡改、可追溯等特性为新质生产力的形成注入新动力.借助区块链技术催生农业新质生产力为实现农业现代化、促进农业高质量发展与乡村振兴带来新思路.尽管当前我国农业新质生产力正在加速形成,但是农业场景的网络技术、农业产业链条、农业经营体系与人才队伍,以及农业绿色化转型等方面的问题依旧显著.从激活农业数据信息可信要素、加快农业资产数字化高效流转、提高农业产业链分布式协同效率、促进农业价值分配公平化,以及激励农业生态绿色化等方面探索区块链催生农业新质生产力的影响机制,并对区块链技术在农业方面的典型实践案例进行剖析,最后从增强网络技术适配性与农业数据可靠性、消除农业产业链障碍、优化农业经营体系与人才队伍结构、激励农业绿色可持续发展和健全法律法规与政策支持等方面给出实施方案.

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China(CPC)emphasized the importance of leveraging technological innovation to continuously foster new quality productive forces.Blockchain technology,with its core features of decentralization,immutability,and traceability,injects new momentum into the formation of these new productive forces.Leveraging blockchain technology to foster new quality productive forces in agriculture offers fresh approaches to achieving agricultural modernization,promoting high-quality agricultural development,and revitalizing rural areas.Despite the accelerating formation of new quality productive forces in China's agricultural sector,significant challenges persist,including inadequate digital infrastructure,fragmented agricultural value chains,inefficiencies in agricultural management systems and talent shortages,as well as obstacles to green transformation.This paper explores the mechanisms through which blockchain can activate trustworthy agricultural data as a key production factor,accelerate the efficient digital circulation of agricultural assets,enhance distributed collaboration across the agricultural value chain,promote fairer distribution of agricultural value and incentivize eco-friendly and sustainable practices.The paper also analyzes typical case studies of blockchain applications in agriculture.Finally,the study proposes actionable strategies focusing on improving the adaptability of digital infrastructure and reliability of agricultural data,removing bottlenecks in agricultural value chains,optimizing agricultural operational systems and talent structures,encouraging green and sustainable development,and strengthening legal,regulatory,and policy support frameworks.
