地方政府数字服务能力影响因素及其作用路径研究OA

In order to explore the influencing factors of the digital service capacity of local government in different regions and its pathways of action,this paper selects 25 local governments as cases and analyzes them based on the technology-organization-environment(TOE)analytical framework using the fuzzy-set Qualitative Comparative Analysis(fsQCA)method.The digital service capability of local government is influenced by the level of digital technology,digital infrastructure,government attention allocation,government transparency,public demand,and economic development level.The paths of each factor are of three types:technology-environment-driven path,government-led path,and infrastructure-sharing path.The findings of the study help to deepen the understanding of the multiple factors and their differentiated pathways behind the enhancement of local government's digital service capacity,and provide a scientific basis for local government to optimize digital transformation strategies and enhance digital service capacity.
