This study examines how new quality productive forces empower the modernization of health governance,systematically constructing a three-dimensional technology-institution-value analytical frame-work.Through historical evolution analysis and multi-case comparison,it analyzes the restructuring mecha-nism of technological clusters on the core elements of health governance and reveals the dynamic game of em-powerment and adaptation.Research indicates that new quality productive forces,through synergistic drivers,promote the transformation of governance models towards collaboration and data-driven approaches,yet also face structural tensions such as the digital divide and algorithmic ethics.Accordingly,a systematic reconstruc-tion path centered on infrastructure,synergy mechanisms,and governance capacity is proposed,emphasizing that technological empowerment must advance in parallel with institutional adaptation and ethical develop-ment.This provides theoretical support and practical reference for constructing a Chinese-style modernized health governance system.
