Research on Weak Signal Perception of Sci-Tech Security Risks
[目的/意义]科技安全风险弱信号感知作为对传统战略情报分析方法的补充,在科技安全监测预警中至关重要,其能够识别预示未来重大变化的早期模糊信息,为全球科技竞争格局下的战略决策提供先机.[方法/过程]文章以科技安全风险弱信号为研究对象,从情报学视角,对弱信号的概念内涵及其与科技安全风险、情报分析之间的关系进行了系统界定,强调弱信号本质上是指示风险演化方向的早期信息线索,而非风险判断结果本身.在此基础上,文章分析了弱信号可能指向的典型科技安全风险类型,构建了面向科技安全场景的弱信号情报感知流程,提出了融合弱信号探测模型与动态相对期望机制的评估框架,以支持对弱信号重要性变化的持续追踪,并进一步结合不同应用场景,探讨了弱信号感知方法的适用方式及其分析边界.[结果/结论]尽管研究仍存在一定局限,但本研究结果有助于提升科技安全风险识别的前置性与系统性,为科技安全决策提供情报支撑.
[Purpose/significance]As a supplement to traditional strategic intelligence analysis methods,the perception of weak signals of sci-tech security risks plays a crucial role in the monitoring and early warning of sci-tech security.It can identify early ambiguous infor-mation that foreshadows major future changes,thus seizing the initiative for strategic decision-making in the context of the global sci-tech competition landscape.[Method/process]Taking the weak signals of sci-tech security risks as the research object,this paper system-atically defines the conceptual connotation of weak signals and their relationships with sci-tech security risks and intelligence analysis from the perspective of information science,and emphasizes that weak signals are essentially early information clues pointing to the evolu-tion direction of risks,rather than the results of risk judgment themselves.On this basis,it analyzes the typical types of sci-tech security risks that weak signals may indicate,constructs an intelligence perception process of weak signals for sci-tech security scenarios,and pro-poses an evaluation framework integrating the weak signal detection model and the dynamic relative expectation mechanism to support the continuous tracking of changes in the importance of weak signals.Furthermore,combined with different application scenarios,it dis-cusses the application modes and analytical boundaries of the weak signal perception methods.[Result/conclusion]Despite certain limita-tions of this research,the findings help to improve the proactivity and systematicness of sci-tech security risk identification,and provide intelligence support for sci-tech security decision-making.
