城乡融合背景下土地综合整治的路径探索OA

Against the backdrop of accelerated urban-rural integration,it has become increasingly crucial to dismantle the urban-rural dual structure and facilitate the free flow and balanced development of elements between urban and rural areas.In this process,comprehensive land consolidation serves as a pivotal instrument.This study begins by clarifying the conceptual definitions and theoretical underpinnings of both urban-rural integration and comprehensive land consolidation,analyzing their intrinsic linkage.It then identifies multiple challenges confronting current consolidation practices,including a fragmented spatial governance system,inefficient market-based allocation of land elements,acute conflicts between ecological conservation and economic development,insufficient preservation and shaping of distinctive landscape features,and difficulties in achieving benefit-sharing among multiple stakeholders.Accordingly,this paper proposes a suite of measures:(1)utilizing planning as a guide to construct an integrated urban-rural spatial governance system;(2)activating the market-based allocation of land elements through industrial integration;(3)enhancing ecological quality to solidify the green foundation for urban-rural synergy;(4)leveraging cultural heritage to shape distinctive urban-rural landscapes;(5)improving rights and interests safeguarding mechanisms to achieve benefit-sharing among multiple stakeholders.These measures aim to provide robust support for comprehensively advancing rural revitalization and accelerating the modernization of agriculture and rural areas.
