The damage evaluation of historic buildings is a specialised activity that integrates value assessment with the economic evaluation of cultural heritage.Based on the theoretical frame-work of the cost approach,this article constructs a technical evaluation model that uses reconstruction and repair costs as the value foundation,and com-bines the Delphi method to adjust cultural heritage value loss.It systematically elaborates the defining criteria for'total loss'and'partial loss',clarifies the applicable boundaries of'reproduction cost'versus'replacement cost'in the damage evaluation of historic buildings,and validates the feasibility and applicability of this technical model through an empirical study of a Republican-era(1912-1949)building in Jing'an District,Shanghai.The analysis demonstrates that this proposed model,through a dual-track path of'base cost+cultural heritage value coefficient adjustment',provides a quantitative basis combining professional ex-pertise with operability for judicial discretion,administrative penalties,and damage compensa-tion.This article offers methodological support for improving the damage compensation mechanism within the management system of historic building conservation in China.
