Smart Bidding and Full Life Cycle Cost Control Model for EPC+O Projects Oriented for Design Enterprises
为了提高资源配置效率,严控建设和运营成本,减少建设与运营阶段衔接中的管理风险,业主针对工艺复杂程度高、投资建设规模大、运营水平要求高的项目,一般采用EPC+O模式进行招标.本文以焦化废水零排放项目为例,根据其项目特点建立成本管控指标体系,详细阐述智慧投标与全周期成本管控模型的内容和功能,最后分析此模型的应用场景.该智慧投标与全周期成本管控模型适用于以EPC+O模式招标的项目,同时有助于设计企业推进数字化转型,提高中标率和成本管控水平.
To improve the efficiency of resource allocation,strictly control construction and operational costs,and reduce management risks in the interface between the construction and operation phases,project owners generally adopt the EPC+O model for tendering projects characterized by high process complexity,large investment and construction scale,and demanding operational requirements.Taking a coking wastewater zero-discharge project as an example,this paper establishes a cost control indicator system based on the characteristics of such projects,elaborates in detail on the content and functions of the smart bidding and full life cyole cost control model,and finally discusses the application scenarios of this model.This smart bidding and full life cycle cost control model is applicable to projects tendered under the EPC+O model.It also aids design enterprises in promoting digital transformation and enhancing their bidding success rate and cost management performance.
