农村历史遗留非正规生活垃圾填埋点环境整治案例研究OA

以"白洋淀周边农村历史遗留非正规生活垃圾填埋点环境整治"为例,文章结合雄安新区安新县社会经济发展现状,在确保不扰民、不产生恶臭扩散及污水外泄等二次污染的基础上,针对性设计"原位开挖+原位治理+集中筛分+分治处理+坑塘修复"技术路线,最终达成经济、高效的生态修复目标.针对白洋淀周边渔村建筑密集、道路运输受限、地下管线不明导致开挖难度大,多数点位邻近敏感水体、部分紧邻民房需严控二次污染(污水外泄、恶臭扩散、噪音扰民)等核心难题,配套设计综合性筛分站点,实现轻质垃圾送至生活垃圾焚烧发电厂处置、建筑垃圾资源化综合利用、筛下物经检测达标后回填的分治处理模式.从项目难点剖析、工程设计优化及实施过程创新维度,系统分析该案例,以期为同类项目实施及相关标准制定提供可靠技术参考.

Taking the project of Environmental Remediation of Historical Informal Domestic Waste Landfills in Rural Areas around Baiyangdian Lake as a case,and in combination with the socio-economic development status of Anxin County in Xiong'an New Area,a targeted technical route of in-situ excavation+in-situ treatment+centralized screening+classified disposal+pit-pond restoration was formulated.The formulation was conducted on the premise that no resident disturbance and secondary pollution such as odor diffusion and sewage leakage were caused,and an economical and highly efficient ecological restoration goal was ultimately achieved.In response to the core challenges,including dense building distribution in fishing villages around Baiyangdian Lake,restricted road transportation,and unclear underground pipelines that led to high excavation difficulty.Most sites being adjacent to sensitive water bodies,and some sites close to residential buildings where stringent control of secondary pollution(sewage leakage,odor diffusion and noise nuisance to residents)was required,supporting integrated screening stations were designed.A classified disposal mode was realized accordingly:lightweight waste was transported to domestic waste incineration power plants for treatment,construction waste was recycled for comprehensive resource utilization,and undersize materials were backfilled after their compliance with the standards was verified by testing.This case was systematically analyzed from the dimensions of project difficulty dissection,engineering design optimization and innovation in the implementation process,so as to provide reliable technical references for the implementation of similar projects and the formulation of relevant standards.
