Development status and trend of industrial scientific and technological innovation platform
工程中心作为一类以支撑产业转化发展为核心定位的科技创新平台,在驱动经济社会高质量发展中发挥着关键支撑作用.在国家和行业层面,工程中心可划分为国家级和部委级两大类别.生态环境部工程技术中心作为部委级工程中心的典型代表,在推进生态环境技术创新与产业协同发展方面具有显著的示范效应.然而,随着国家科技体制改革纵深推进以及生态文明建设目标的迭代升级,现有工程中心在运行机制、创新能力及服务效能方面开始面临着新的问题和挑战.文章采用对比分析方法,对我国现有工程中心分类体系及发展轨迹进行了系统梳理,构建"定位-功能-绩效"三层级核心研究体系,揭示了工程中心建设及运行管理存在的共性问题和短板.结合生态环境领域特点,详细诠释了未来生态环境领域科技发展趋势,进而提出了工程技术中心发展在顶层设计、完善机制、模式创新和支持保障等方面的建议对策.不仅为优化生态环境领域科技创新平台建设提供理论支撑,还为其他领域工程中心转型升级提供了可资借鉴的范式参考.
As a type of scientific and technological innovation platform oriented to industrial transformation and development,engineering research centers were confirmed to play a crucial supporting role in driving high-quality economic and social development.At national and industrial levels,engineering research centers were classified into two categories:national-level and ministry-level.As a typical representative of ministry-level engineering research centers,engineering technology centers affiliated to the Ministry of Ecology and Environment were demonstrated to exert remarkable demonstration effects in promoting technological innovation and industrial coordinated development of the ecological environment.Nevertheless,with the in-depth advancement of national scientific and technological system reform and the iterative upgrading of ecological civilization construction goals,new problems and challenges were encountered by existing engineering research centers in terms of operation mechanism,innovation capacity and service efficiency.A comparative analysis method was adopted.The classification system and development trajectory of existing engineering research centers in China were systematically reviewed.A three-level core research system of"orientation-function-performance"was constructed,and common problems and deficiencies existing in the construction,operation and management of engineering research centers were revealed.Combined with the characteristics of the ecological environment field,the future development trends of science and technology in the ecological environment field were elaborated in detail.Accordingly,countermeasures and suggestions for the development of engineering technology centers were proposed from the perspectives of top-level design,mechanism improvement,model innovation and supporting guarantee.The results not only provided theoretical support for optimizing the construction of scientific and technological innovation platforms in the ecological environment field,but also offered referable paradigms for the transformation and upgrading of engineering research centers in other fields.
