粮食安全背景下种业集群式发展模式及运行机制OA

Seed industry is a foundational and strategically vital sector for the nation.Developing competi-tive and distinctive seed industry clusters represents a critical pathway to advancing high-quality agricul-tural development,promoting rural revitalization,and safeguarding national food security.Based on field research conducted in the Liaolan seed industry cluster,this study employs an exploratory single-case re-search design combined with qualitative analytical methods to systematically examine its cluster-based development model and operational mechanisms.The findings reveal that the Liaolan seed industry cluster integrates endogenous and exogenous drivers of growth,emphasizes economies of scale and collaborative synergies,and actively explores industrial integration and digital transformation.Its operational mecha-nisms center on three interrelated dimensions:enhancing innovation capacity within the seed industry;improving organizational efficiency;and strengthening service support systems.At its core,the cluster fosters a multi-stakeholder collaboration mechanism,a full-value-chain innovation upgrading mecha-nism,and a mechanism for cultivating novel agricultural service providers-thereby optimizing resource allocation internally and realizing scale economies externally.To advance high-quality development in the seed industry,governments should deepen policy support,enterprises must increase R&D investment,and farmers need to enhance their digital production competencies-collectively strengthening the cluster's innovation capacity and competitiveness.The Liaolan seed industry cluster's development model offers valuable empirical insights for high-quality seed industry development in China,and its operational mechanisms constitute a replicable"Liaolan model"for national seed industry revitalization.
