Upgrading Transportation Infrastructure and Enhancing Agricultural Production Efficiency:Empirical Evidence from 279 Cities with High-Speed Rail
科学评估交通基础设施升级对农业生产效率的影响具有重要现实意义.研究发现:总体上看,高铁开通对农业生产效率存在一定正向影响,高铁开通对纯技术效率提升作用大于对规模效率抑制作用,从而整体上提高了农业生产综合技术效率;高铁开通对农业生产效率影响具有区域差异性,高铁开通未对东部地区城市农业生产效率产生影响,但有效增强了中、西部地区城市农业生产效率,抑制了东北地区城市农业生产效率水平提升;高铁开通对农业生产效率的提升作用在产业结构水平高和城镇化水平高的地区更为有效,产业结构和城镇化都会强化高铁开通对农业生产效率的提高作用,产业结构和城镇化调节作用都主要通过提升纯技术效率体现.建议通过规模化生产提高农业规模效率,通过交通基础设施升级提高农业生产纯技术效率,通过产业结构和城镇化的调节效应提升农业技术效率.
It is of great practical significance to scientifically evaluate the impact of upgrading transporta-tion infrastructure on agricultural productivity.The study finds that high-speed rail(HSR)opening ex-erts a positive effect on agricultural production efficiency.Specifically,the positive impact of HSR open-ing on pure technical efficiency outweighs its negative effect on scale efficiency,thereby enhancing overall agricultural comprehensive technical efficiency.The impact of HSR opening on agricultural production ef-ficiency exhibits notable regional heterogeneity.While HSR opening does not significantly affect agricul-tural production efficiency in cities located in the eastern region,it effectively improves such efficiency in cities in the central and western regions,yet suppresses efficiency improvement in cities in the northeast-ern region.Moreover,the efficiency-enhancing effect of HSR opening is more pronounced in areas char-acterized by higher industrial structure sophistication and higher urbanization levels.Both industrial struc-ture upgrading and urbanization intensify the positive effect of HSR opening on agricultural production effi-ciency.Importantly,these moderating effects operate primarily through improvements in pure technical ef-ficiency.Policy recommendations include:enhancing agricultural scale efficiency through scaled-up production;improving agricultural pure technical efficiency via transportation infrastructure upgrading;and leveraging the moderating roles of industrial structure upgrading and urbanization to further boost over-all agricultural technical efficiency.
